You'll need to run some type of web filtering service. I would suggest trying OpenDNS, unless you already have local filtering software installed. Basically, you would set your Google preferences to the way you want them, then log in to OpenDNS and set it to block this page: http://www.google.com/preferences?hl=en If you ever need to access that page again (for example, if the cookie Google uses to keep track of your settings gets deleted) then you could log in to OpenDNS, temporarily unblock the Google settings page, and when finished add it back to your blocked list.

OpenDNS is a free service, and it actually has other advantages that you might find useful besides filtering.

I don't think there is a way to keep safe search always on. But as long as he doesn't know you can change it I wouldn't worry. You should trust him, he is a growing boy he is just going to use yahoo if he wants to look up bad things. There is no way to stop him, so maybe have a talk with him or if you don't think he has that type of problem yet, he won't even know. Safe search is on by default.
You can not change Google filter, but you can block some sites by your anti virus or anti spy ware software installed into your PC.
